1. General provisions

1.1. This document is a public offer by STAR DIAMOND PROGRAMMING Limited Liability Company (the “Provider”) setting out the terms of the Telegram Stars purchase service for any person who accepts them (the “Customer”).

1.2. Payment for an Order constitutes acceptance of this offer. Upon payment the Customer is deemed to have accepted all terms in full and without reservation, and the agreement between the Customer and the Provider is concluded.

1.3. The Service is intended for persons aged 18 or over. Persons under 18 may use the Service only with the consent of their legal guardians.

2. Definitions

Service means the Telegram bot @starsdiamonds_bot and the website starsdiamond.net through which Orders are placed.

Stars (Telegram Stars) means digital units of the Telegram messenger used to pay for digital goods and services within Telegram.

Recipient means the Telegram user whose account receives the Stars. The Recipient may be the Customer or another person specified by the Customer by username (@username).

Order means a request placed by the Customer in the Service specifying the number of Stars, the Recipient and the amount payable.

3. Subject of the agreement

3.1. For a fee, the Provider purchases Stars and credits them to the Recipient’s account in the quantity specified in the Order.

3.2. The Provider is not Telegram, is not affiliated with Telegram and does not represent it. The rules, features and limitations of Stars are set by Telegram.

4. Placing an Order and delivery

4.1. The Customer places an Order in the Service by choosing the number of Stars (from 50 to 10,000 per Order), specifying the Recipient and checking the amount payable.

4.2. The Customer is responsible for checking the Recipient’s username before payment. Stars are credited to the account with the username specified in the Order.

4.3. The Provider usually credits Stars within a few minutes and in any case no later than 24 hours after payment is received. The Service notifies the Customer in the bot when payment is received and when the Stars are credited.

4.4. The service is deemed fully rendered once the Stars are credited to the Recipient’s account, as confirmed by the Service’s notification and the “delivered” Order status in “My orders”.

4.5. The Provider may refuse to render the service if the Recipient has no public username, if the Recipient’s account is deleted or restricted by Telegram, or if there are signs of fraud or use of someone else’s payment method. In that case the payment is refunded to the Customer.

5. Price and payment

5.1. The price of Stars is shown in the Service in Russian roubles and is fixed in the Order before payment. Any later price change does not affect paid Orders.

5.2. Payment is made via the Faster Payments System (SBP) through a third-party payment service. The Provider does not receive or store the Customer’s bank card or account details.

5.3. The Customer’s payment obligation is fulfilled once the payment service confirms the payment.

5.4. Any fees charged by the Customer’s bank are borne by the Customer.

6. Rights and obligations

6.1. The Provider shall render the service within the time stated in this offer and respond to the Customer’s requests.

6.2. The Customer shall provide accurate Recipient details, pay with their own payment methods and not use the Service for unlawful purposes.

6.3. The Provider may temporarily suspend the Service for maintenance. Paid Orders are then fulfilled once the Service resumes, within the time stated in clause 4.3.

7. Cancellation and refunds

7.1. If the Stars are not credited within the time stated in clause 4.3, the Customer may request a full refund.

7.2. While the Stars have not yet been credited, the Customer may cancel the Order by contacting support and receive a refund.

7.3. Once the Stars are credited to the Recipient’s account, no refund is made, as the service has been rendered and Stars are a digital product that cannot be returned.

7.4. If the Customer entered an incorrect username and the Stars were credited to the account with that username, the service is deemed properly rendered.

7.5. Refunds are made by the same method used for payment. The time for funds to arrive depends on the Customer’s bank and is usually up to 10 business days.

8. Liability

8.1. The Provider’s liability for each Order is limited to the amount paid for that Order.

8.2. The Provider is not liable for actions or decisions of Telegram, including changes to the rules for Stars or restriction or deletion of the Recipient’s account, nor for failures of banks, SBP or the payment service beyond the Provider’s control.

8.3. The parties are released from liability for failure to perform caused by force majeure.

9. Requests and disputes

9.1. Questions and claims should be sent to support at @starsdiamond_sup_bot or to support@starsdiamond.net, stating the Order number from “My orders”.

9.2. The Provider reviews requests and responds within 10 business days.

9.3. Disputes are resolved through negotiation. If no agreement is reached, the dispute is resolved under the law applicable at the Provider’s location.

10. Final provisions

10.1. The Provider may amend this offer. A new version takes effect upon publication on starsdiamond.net. Paid Orders are governed by the version in force at the time of payment.

10.2. The Customer’s personal data is processed in accordance with the Privacy Policy.

10.3. This English version is provided for convenience. In case of discrepancies, the Russian version prevails.
